Strengthening support and services for the victims of trafficking in human beings in Serbia

The Council of Europe Convention on Action against Trafficking in Human Beings requires that state parties have the obligation to adopt measures to assist victims in their physical, psychological and social recovery, taking into account their safety and protection needs.

 

In Serbia, the monitoring work by the Group of Experts on Action Against Trafficking in Human Beings shows continuing and important gaps in the availability of assistance measures adapted to the needs of victims. These assistance measures typically include residential shelters that provide temporary and safe accommodation for victims of trafficking who cannot or do not wish to immediately return to their families,.

 

Since February 2019, a Shelter providing assistance for victims of human trafficking is opened in Serbia One of the immediate priorities of this new Shelter was the capacity building of its staff to provide qualified assistance and trauma-informed services to victims. To support the Shelter, a specially designed training was organised in March within the framework of the joint Council of Europe/EU Action on “Preventing and combating trafficking in human beings in Serbia”. The training provided an opportunity to analyse a range of practical issues that can help staff to address complex and pressing needs faced by victims after their trafficking ordeal.

The Action “Preventing and combating trafficking in human beings in Serbia” is a part of the “Horizontal Facility for the Western Balkans and Turkey II” - a joint programme of the European Union and the Council of Europe. It aims at assisting beneficiaries in South-East Europe to comply with the Council of Europe standards and European Union acquis in the framework of the enlargement process, where relevant
