Back Regional HELP course on “Ethics for judges, prosecutors and lawyers” launched for Judicial Academies in the Western Balkans

25 judges and prosecutors from the Western Balkans participated in the online launching event of the Council of Europe HELP (Human Rights Education for Legal Professionals) course on Ethics for judges, prosecutors and lawyers. This launch marks a further step for the joint European Union and Council of Europe action “HELP in the Western Balkans” in the efforts to increase the knowledge and skills of judges, prosecutors and lawyers on European human rights standards.

To address these issues, the HELP course on “Ethics for judges, prosecutors and lawyers” covers in an interactive way the key concepts and principles, the international and European (Council of Europe and EU) framework as well as the relevant case-law of the European Court of Human Rights (ECtHR) and of the Court of Justice of the European Union (CJEU). It is aimed at deepening the knowledge and understanding of professional tools and at developing reflective skills, based on practical examples, to address ethical dilemmas in the performance of professional duties.

The online launching event was addressed by Eva Pastrana, Head of Justice and Human Rights Training Division in the Council of Europe. Artashes Melikyan, Head of Judicial Independence Unit, Legal Co-operation Division, Department for Human Rights, Justice and Legal Co-operation Standard Setting Activities, Council of Europe, presented the work and resources of the European Committees for Judges and Prosecutors. Jasminka Perunicic Allen, HELP in the Western Balkans Project Co-ordinator, provided an overview of the Human Rights Education for Legal Professionals (HELP) Programme of the Council of Europe, its HELP online platform that includes a catalogue of 40 courses on human rights and the main achievements of the HELP in the Western Balkans action, part of the joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022”.

This regional course will gather judges and prosecutors from all Judicial Academies/Training Centres from the Western Balkans in one group and it will be tutored by one international and one local tutor in English. The regional course on “Ethics for judges, prosecutors and lawyers” is the last course that is organised under the Horizontal Facility II programme.
