Tunisia and Morocco: Developing the NPMs’ capacity to monitor human rights violations in psychiatric hospitals

From 11 to 13 September 2017, the Council of Europe delivered in Tunis a training session on visits to mental health care institutions for the Tunisian and the future Moroccan National Preventive Mechanisms (NPM) against torture.

The sixteen staff of the Tunisian National Authority for the Prevention of Torture (INPT) and 2 members of the Moroccan National Council for Human Rights (CNDH) explored the essentials of the proper planning and undertaking of visits to psychiatric hospitals to prevent ill-treatment. The course allowed participants to analyse involuntary hospitalisation, the issues related to rights and freedoms of individuals subject to psychiatric care together with the conditions and treatment of patients. Each of the topics covered were followed by discussions of local standards and practices combined with an overview of European and international experiences in preventive visits.
