Two members of the Moroccan National Council for Human Rights (CNDH) were placed on a study visit to the Human Rights Defender's Office of Armenia for a two-week long immersion in the operations of a typical Council of Europe member State National Preventive Mechanism (NPM) against torture. The visit programme, which was run from 17 to 29 July 2017, stretched out a combination of practical demonstrations and discussions. Some of such demonstrations took the form of visits to detention centres and psychiatric institutions.

The in-depth look at the functioning and experience of the Armenian mechanism has allowed the Moroccan participants to develop their understanding of approaches, good practices, institutional settings and the overall role of a NPM in the human rights protection of persons deprived of their liberty. Equally important is how this unique experience has allowed the Moroccan representatives to establish contact necessary for future cooperation with the Armenian NMP.
