Developing the capacity of the future Moroccan NPM to monitor prisons with a view to preventing ill-treatment

As part of Phase II of an integrated capacity building programme designed with the Association for the Prevention of Torture (APT), the Council of Europe organised the second full week training module for the future Moroccan National Preventive Mechanism against torture (NPM). So far, the training focussed on prisons especially since, thanks to the special permission of the General Delegation of Prison Administration and Reintegration (DGAPR), foreign and international experts are granted access to Moroccan prisons for the training. Once again, a representative of the Tunisian NPM was invited to attend the session, as the intention is to build a regional network of NPMs in the foreseeable future.

The first two days of the training were dedicated to adequately summarising the group’s observations drawn from prison visits conducted during the previous training week in March. This was followed by the preparation of two parallel prison visits on 10 and 11 May, where particular emphasis was placed on time management and group coordination. On the last day, the group engaged in role plays to train on ways in which a talk with the management of a prison can be conducted at the end of a visit.
