Launch of HELP course on International Cooperation in Criminal Matters in Georgia

The Council of Europe HELP online course International Cooperation in Criminal Matters was launched for the first time in Georgia for a range of legal professionals.

Mr Cristian Urse, Head of Office, Council of Europe Office in Georgia, Mr Gocha lordkipanidze, Deputy of Minister of Justice, Ms Natia Merebashvili Deputy of General Prosecutor, opened the event by the means of videoconference.

Ms Anita Van De Kar, Secretary to the Council of Europe Committee of Experts on the Operation of European Conventions on Co-operation in Criminal Matters (PC-OC), provided an overview of the work of this Committee and of its resources.

Mr Mahir Mushteidzada, Senior Project Officer, Council of Europe, made an overview of the implementation of Project and of the activities in Georgia related to this field.

The course provides tailored information about the fundamental principles of international judicial cooperation and refers to a range of legal frameworks and instruments for cooperation, applied under a general consideration for human rights issues.

The course also covers extradition, mutual legal assistance, transfer of sentenced persons, supervision of offenders, international validity of criminal judgments and transfer of proceedings, seizure and confiscation of proceeds of crime, an International Cooperation Toolbox with links to relevant information and organizations related to international cooperation in criminal matters, as well as help and guidance on making and carrying out requests. These topics are explored in a practical way, by using presentations, interactive screens, knowledge checks and a case study.

The course will be implemented in English for a period of seven weeks. It will be co-tutored by Mr Erik Verbert, Vice-Chair of the Council of Europe Committee of Experts on the Operation of European Conventions on Co-operation in Criminal Matters (PC-OC), and Mr Salvador Cuenca Curbelo, lawyer at the Registry of the European Court of Human Rights.

The Council of Europe HELP online course on International Cooperation in Criminal Matters explores fundamental principles of International judicial cooperation and a range of legal frameworks and legal instruments for cooperation - applied under a general consideration for human rights issues.

The online launch of this HELP course is organised under the European Union-Council of Europe Joint Project "Supporting the criminal justice reforms - tackling criminal aspects of the judicial reforms in Georgia", funded by the European Union within the framework of Partnership for Good Governance programme.
