Judicial training is a pivotal factor for the implementation of a common European area of justice and freedom based on mutual trust. Judicial trainers are naturally one of the major stakeholders in guaranteeing the quality of judicial training of newly appointed judges and prosecutors, and continuous in-service training for acting (experienced) judges and prosecutors.

Judicial training has significantly evolved in the last decade, from trainers-centred training to participants/trainees-centred training. Consequently, with the changes of the training techniques, the role of the trainer has changed, from lecturer to facilitator. Modern judicial training methods require a thorough knowledge of modern judicial training methodology as well as good didactical skills and learning experiences.

In order to facilitate further refinement of judicial training programming and delivery, the assessment of the existing legal framework for the selection and evaluation of judicial trainers has been initiated recently under the action “Accountability and professionalism of the judicial system in Montenegro". The aim of this assessment it to provide concrete guidelines to the Commission for the selection of trainers of the Judicial Training Centre on how to improve the procedures and conditions for the selection and evaluation of judicial trainers.

The action “Accountability and professionalism of the judicial system in Montenegro” is part of the joint EU and Council of Europe programme "Horizontal Facility for the Western Balkans and Turkey 2019 - 2022".
