Back Quality education for all: Presentation of the “Guidelines for integration of Reference Framework of Competences in selected subjects of national curricula” held in Belgrade

Publication “Guidelines for integration of RFCDC in selected subjects of national curricula” of primary and secondary cycles of education, developed under joint European Union/Council of Europe “Quality education for all” action, was presented today in Belgrade. Guidelines were prepared by experts from the Institute for Improvement of Education, in co-ordination with the advisers from the Ministry of Education, Science and Technological development and Institute for Education Quality and Evaluation.

The presentation was divided in two parts - in the morning, representatives of diplomatic community had the opportunity to hear teachers from two project schools who shared how they used the Guidelines in curricular and extra-curricular activities. Diplomats also used the occasion to discuss the importance of Framework and competences for democratic culture in formal school environment with teachers, State Secretary for Education and others.

Second part of the day was dedicated to public presentation of the Guidelines. Some 30 journalists and education professionals learned about the experiences regarding practical integration of Framework in formal education. While presenting their experience, the teachers emphasised the eagerness and increased interest of students to participate in classes and discussions as well as problem-solving activities. They also highlighted that the examples in the Guidelines inspired them to design more teaching units from their programme in a similar way.

In his opening remarks, Head of Co-operation of the European Union Delegation to Serbia Nicola Bertolini pointed out how important this activity is especially that it links education, Council of Europe and European Union. While talking about importance of education, Bertolini said: “Education and early child education is of primary importance for us and it is the first thing we should work on. We as donors and partners should work on two E’s: education and environment and one is not complete without the other”.

The state of Serbia and jointly Council of Europe and European Union are making progress together in our joint efforts to further disseminate the awareness of the universal values of our pan-European Reference Framework of Competences for Democratic Culture and its systemic inclusion in the education policies and practices”, said Tobias Flessenkemper, Head of the Council of Europe Office in Belgrade.

State Secretary Viček and Deputy Director of the Institute for Education Improvement, Milijić Subić, explained the importance of education for democracy and stressed the Guidelines as major tool with relevance for the Education Strategy 2030.

The Guidelines are unique document that offer off-the-shelf solution for education professionals in formal education and enable them to integrate the Framework in their curricular and extra-curricular activities.

The Guidelines are available online in English and Serbian.

The action Quality education for all is implemented under the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022“.
