EU-Council of Europe programme in Montenegro: results achieved over three years strengthened the rights and freedoms of people of Montenegro

The number of requests for free legal aid in cases of domestic violence has increased by 113% in Montenegro within the last year. Young people have begun to take action against hate speech online. Guidelines of Good Conduct have been created for the high public officials in Montenegro to adhere to. Capacity for addressing money laundering cases was strengthened; the court experts are following the European standards in their work, outlined by the new Code of Ethics.

Teachers, students and parents have started combating bullying and stereotypes and replacing them with inclusive civic education. Police intervention units improved their skills in the prevention of ill-treatment. Media regulator of Montenegro has exchanged experiences with other media regulators on elections, media pluralism, hate speech and new developments in the efforts to fight disinformation.

These are just few examples of the tangible results achieved in Montenegro in the second phase of the European Union and Council of Europe joint programme "Horizontal Facility for the Western Balkans and Turkey 2019 - 2022", designed to help the Beneficiaries’ organisations in the region to comply with European standards in many fields. These results were presented today in Podgorica at the third Beneficiary Steering Committee meeting of the programme.

On this occasion, Ljubomir Mišurović, State Secretary of the Ministry of Foreign Affairs of Montenegro, stated that the Government of Montenegro fully shares the European standards and principles. “Since we are particularly focused on making progress in the fields of rule of law and fighting corruption and organised crime, we are pleased that thematic areas within the scope of Horizontal Facility touch upon many areas critical for our European path. The fact that Horizontal Facility is a co-operation initiative of the European Union and Council of Europe is essential in this regard”, concluded Mišurović.

Yngve Engstrom, Head of the Co-operation Section, Delegation of the European Union to Montenegro said he hoped that Montenegro will benefit fully from this project and expertise offered, as well as from the technical support provided under various other EU-funded projects in the areas that are crucial for accession. “The remaining gaps in the critical areas of freedom of expression and media and fight against corruption and organised crime need to be closed. Addressing these challenges requires functioning structures in the area of rule of law, as well as independent institutions and the judiciary, while building on the progress that has been achieved over the past years”, he stressed.

Delphine Freymann, Head of the Programming Department, Office of the Directorate General of Programmes, reiterated the importance of advancing Montenegro’s reform agenda and EU accession negotiations in line with the recommendations of the Council of Europe monitoring bodies: “The Council of Europe, together with the European Union and in partnership with the beneficiaries, is committed to supporting Montenegro in continuity to further consolidate the results of the second phase of the programme enshrined in its reform process, as well as to prepare for the next phase of the Horizontal Facility”, she said.

The joint European Union and Council of Europe programme “Horizontal Facility II” was created as a co-operation initiative to assist Beneficiaries in the Western Balkans and Turkey to comply with the European standards.

In Montenegro €5.14 million have been allocated for seven actions, covering all the key areas of the Horizontal Facility - justice reform, human rights protection, prison and police reform, fight against economic crime, fight against discrimination and inclusive education, as well as freedom of expression and freedom of the media.

Despite the effect that COVID-19 pandemic had on the implementation of the actions under the Horizontal Facility II in Montenegro, notable results aiming to advance Montenegro’s reform agenda and EU accession negotiations were achieved.
