Objectives

The overall objective of the project is to enhance – in line with the Beneficiaries' commitments to EU accession and Council of Europe standards*  – social inclusion and social cohesion in the region by promoting inclusive education and training.

In order to realize this objective, the project will promote the concept of inclusive education as a reform principle that respects and caters for diversity amongst all learners, with a specific focus on those who are at a higher risk of marginalisation and exclusion.

The overall objective will be achieved through the specific objective of promoting the concept of inclusive education, as well as relevant policies and practices in the formal education system at pre-university level in South East Europe in five specific areas:

Policy Teams set up in beneficiaries

Work is underway to establish the Policy Teams in the beneficiaries. The Serbian Policy Team met on the 4th February and Policy Team meetings are planned for Croatia and the former Yugoslav Republic of Macedonia on the 20th February; and BiH on 25th February.

The Policy Team has 10 members (including the Local Focal Point who will coordinate the activities). The members of the Team represent the key stakeholders such as the Ministry of Education (general education, Inclusive Education/ Special Needs Education), Ministry of Social Affairs, VET sector, Inspectorate, Teacher training institutions, "TeacherNet" and "SchoolNet", parent representative, and NGO representative.

The role of the Beneficiary Policy Team is:

  • to identify the policy gaps at beneficiary level,
  • to define good policies with the "SchoolNet" and "TeacherNet" and present them to the regional level Policy Net and finally,
  • to prepare an implementation plan at beneficiary level.
