Special police forces started the training of the national team of trainers

Members of the Montenegrin special police forces took part in a first round of training of trainers session on 23-25 November. The process follows the development of training curricula specifically targeting the special forces officers and their need for human rights related education. Therefore, the participants enhanced their knowledge on the prevention of ill-treatment in line with the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT)’s standards as the benchmark for human rights protection of detained and sentenced people.

Following a comprehensive approach, the team of trained trainers comprised representatives of state institutions, the National Preventive Mechanism and civil society organisations. The team once prepared and equipped to apply the acquired knowledge will further transfer the knowledge onto their respective colleagues through cascade trainings with the support of the action “Further enhancing human rights protection for detained and sentenced persons in Montenegro”, hence achieving multiplier effect.

The training sessions were held partially online and partially in Budva with the assistance of Council of Europe consultants, within the action “Further enhancing human rights protection for detained and sentenced persons in Montenegro”, as a part of the joint European Union and Council of Europe programme „Horizontal Facility for the Western Balkans and Turkey 2019-2022“, implemented by the Council of Europe.
