Action against economic crime contributes to anti-corruption legislative reform in Montenegro

Supporting the better alignment of the corruption prevention framework in Montenegro with the European standards, the Action against economic crime has produced an analysis of the provisions of the Law for Prevention of Corruption as regards to whistleblowing, integrity plans, and administrative and misdemeanor proceedings.

At a roundtable held on 24 April 2023 in Podgorica, the analysis and its resulting proposals were discussed with the representatives of the Agency for Prevention of Corruption and Ministry of Justice, the judges and an integrity manager representing Administrative and Basic Court, and a member of the Parliament responsible for the co-ordination of working group for drafting the amendments to the Law on Prevention of Corruption.

This activity aims at supporting the Montenegrin legislator to align the corruption framework in Montenegro which ultimately contributes to the success of the overall negotiation process for EU membership within Chapter 23: Judiciary and Fundamental Rights and increases the effectiveness of the preventive anti-corruption mechanisms in place, available to the citizens of Montenegro.   

This activity represents the third and final step towards comprehensive review of the Law on Prevention of Corruption that the action has been supporting since the beginning of 2022. The first phase of this process included the review and recommendations related to the regulation of the position, mandate and powers of the Agency for Prevention of Corruption, while the second covered the legal provisions which regulate conflict of interest, restriction in the exercise of public functions, asset declarations, gits, donations and sponsorship.  

The activity was organised by the Action against economic crime in Montenegro, within the framework of the European Union/Council of Europe joint programme Horizontal Facility for the Western Balkans and Türkiye.
