Restricted Consultations roundtable on the Draft Regulation on Media Ownership and Concentration of Media Service Providers in Kosovo*

To discuss the process and related steps in improving the regulation framework concerning media ownership and concentration of Audio and Audio-visual Media Service Providers in Kosovo* a restricted round table took place online in Pristina. Organised under  the EU and Council of Europe joint Action” Freedom of Expression and Freedom of Media in Kosovo*” in cooperation with Independent Media Commission (IMC) the discussion involving key media actors was focused on current challenges in regulating the media sector in Kosovo*

Around 30 participants attended the online round table, including representatives from the IMC, the Association of Journalists, Press Council, Association of Independent Broadcast Media of Kosovo (AMPEK), Balkan Investigative Reporting Network (BIRN), OSCE, Kosovo Law Institute (KLI) and media representatives (IMC licensees) operating throughout Kosovo.

they had the chance to exchange key perspectives having a very constructive discussion on the new Regulation, which was drafted by the IMC with the goal to establish important standards regarding media pluralism, diversity and transparency in media ownership. More concretely the draft Regulation is laying down some key rules and principles on the concentration of ownership in the media, prevention of monopoly in the media market, prohibition of media domination and pressure, protection of freedom of expression, preserving editorial independence and the right to objective information in accordance with national legislation and European best practices.

An important contribution was provided by a Council of Europe expert, Mr Jean-François Furnémont who reviewed the Draft Regulation and was invited to discuss his observations during the meeting. He presented different examples and best European practices of regulating media ownership and discussed the content of the Draft Regulation from the perspective of its alignment with the Council of Europe standards regarding media freedom and pluralism. The media representatives provided their feedback, shared their concerns on the matter

 

This event was organized in the framework of the Action “Freedom of Expression and Freedom of Media in Kosovo*, part of the “Horizontal Facility for the Western Balkans and Turkey II”, a co-operation initiative co-funded by the European Union and the Council of Europe and implemented by the Council of Europe, which aims at assisting Beneficiaries in the Western Balkans region and Turkey to comply with the Council of Europe standards and European Union acquis in the framework of the enlargement process, where relevant.
