Project background

"Sport For All: Promoting Inclusion and Combating Discrimination Against Persons with Disabilities" is a joint European Union - Council of Europe project, implemented from 1 March 2025 to 31 August 2026. The project builds on ongoing efforts to create a more inclusive sports culture by addressing the barriers to the participation of persons with disabilities in sport and by fostering a safe and welcoming sports environments for all.

Persons with disabilities face disproportionate discrimination, exclusion and limited access to sport due to social and systemic obstacles. They also experience discrimination online, including hate speech and cyber bullying, which may further discourage their participation. In this context, the “Sport For All” project highlights the need for improved access to anti-discrimination practices among sport organisations across different levels.


Project objectives

The main goal of the project is to explore effective strategies to promote the access to and participation in sport for persons with disabilities. 

The project is structured around three pillars:

  1. Capacity-building (8 countries maximum): needs assessment reports (based on the country-specific mapping of legal frameworks and policies on prevention of discrimination in sport); organisation of two training workshops (development of curriculums) for sport professionals (including coaches, volunteers, managers, support personnel etc.) on promotion of inclusion of persons with disabilities in sport and discrimination prevention; elaboration of an educational toolkit based on the training materials;
  2. Exchange of best practices: organisation of two hybrid webinars to facilitate the exchange of expertise and best practices; and publication of the results and resources on our website;
  3. Awareness-raising: production of 8 videos clips with role models – sportspersons with disabilities in Europe – portraying diverse stories to challenge stereotypes, promote positive narratives, and address discrimination against persons with disabilities in sport.
