Methodological approach: 
The evaluation is using a combination of primary and secondary data collection and analysis. A structured review of relevant documentation was undertaken at the outset of the study, followed by fieldwork undertaken between August and November 2016. Fieldwork involved a series of telephone interviews which formed the primary evaluation evidence source.
