A mixed method designed was used, based on desktop research, including analysis of statistical data, in-depth telephone interviews with national and EU officials on the Strategy, as well as other national level stakeholders, surveys with youth organisations and young people and case studies of 10 specific cases of ‘change’ in policy or practices in policy-makers or youth organisations.
