Intervention described and evaluated:
U-Report, a social messaging tool and data collection system developed by UNICEF to improve youth engagement and foster positive change, because UNICEF uses U-Report polls results for advocacy. The program sends SMS polls and alerts or uses social media to comment to its participants, collecting real-time responses, and subsequently publishes gathered data.
Methodological approach:
The evaluation is based on case study design, with an analytical framework represented by the Doblin (Deloitte) Framework for Innovation combined with UNICEF’s Design Principles. Data collection for the case study is based on a mixed methodology including desktop review, interviews and observation as a result of a field visit to Ukraine to meet with key UNICEF stakeholders and observe the use of U-Report and U-Report processes.
