The Council of Europe takes stock of its cooperation with Morocco under the South Programme II

The South Programme second meeting of the Bilateral Steering Committee for Morocco took place at the Ministry of Foreign Affairs and International Cooperation in Rabat on 27 September 2017. The Committee comprising various ministry officials, representatives of relevant national institutions together with European Union and Council of Europe representatives had within its core objectives the assessments of results and achievements of three years of cooperation under the South Programme II.

During the meeting, the tripartite partners took stock of concrete results and exemplary progress in legislative reforms such as the law on combating human trafficking, Morocco’s gradual accession to some Council of Europe conventions, and the capacity development of the prospective National Preventive Mechanism (NPM) against torture. Progress in the fight against corruption and money laundering, the promotion of human rights, the rule of law and democracy through Council of Europe formal and informal networks such as the Schools of Political Studies or interparliamentary cooperation strengthening the capacities and power of the Parliament were well-embraced and seen as groundwork for future cooperation. Finally, the third phase of the programme was also announced to begin in 2018 with the aim to consolidate support for reforms in the sectors identified as priorities by Moroccan partners.
