ProS4+ project (Promoting and Strengthening the Council of Europe Standards on Safety, Security and Service at Football Matches and Other Sports Events) is a 18 months project which will be implemented between 1 Jan. 2017 and 30 June 2018

 

 

This project is a follow-up to the ProS4 project which was implemented between 1 January and 31 December 2016.  The implementation of the ProS4 identified a number of issues that still need to be addressed in the field of safety, security and service. In particular, the adoption of the new Council of Europe Convention (CETS 218) commits signatory member states of the Council of Europe, some of which are also Member States of the European Union, to comply with certain standards and practices.

The integrated approach promoted by the new Convention reflects the need for local authorities, clubs and Police to work together in ensuring that sports events, especially football events, which gather great number of spectators, offer a safe and welcoming environment. In order to respond to these important changes, the Council of Europe already developed a consolidated recommendation of the T-RV Standing Committee (Rec (2015)1) that provides guidance to the countries in revising their relevant policy and practice to achieve the integrated approach.

The ProS4+ project will aim, drawing upon the analysis and experiences of its predecessor ProS4 project, at offering tailor-made responses to the emerging challenges and current trends in the area of football safety, security and service and to promote an integrated approach to safety and security, underpinned by a concept of service that makes individuals and groups feel comfortable, appreciated and welcome when attending a football match or other sports event, inside or outside a sports ground.
