Back Start of the consultations on secondary legislation for social housing in Albania

The Law on Social Housing in Albania was adopted in May 2018 and thus had marked an important development by setting up new standards on preventing forced eviction of vulnerable groups and introducing 5% quota for Roma beneficiaries per all the six housing programmes prescribed.

In order to effectuate the law in practice, the Ministry of Finances and Economy in Albania initiated the drafting and consultation of the related secondary legislation. The first one of these meetings has taken place on 14 January 2019, with the participation of relevant representatives from the local governments, public institutions and civil society organisations. The draft secondary legislation will also be presented during the Consultative Council meeting between the central and local authorities on 23 January 2019.

This process is substantially supported by the Joint European Union/Council of Europe ROMACTED Programme “Promoting Good Governance and Roma Empowerment at Local Level” and the “Leave No One Behind” Programme of the United Nations in Albania. The by-laws are expected to be finalised by 29 May 2019.
