Second Advisory Group Meeting in Podgorica

The second Advisory Group Meeting of the ROMACTED Programme took place in Podgorica on 11 October 2019, bringing together the main relevant stakeholders at central level and the local teams of the eight partner municipalities. The aim of the meeting was to take stock on the advancement of the programme in Montenegro, present the final results from the situation analyses at municipal and community level, and put into perspective the implementation of the programme in Montenegro.

The opening panel was chaired by Mr Marcos ANDRADE, ROMACTED Programme manager. Ms Mladenka TESIC from the EU Delegation in Montenegro, discussed the priorities set in the recently signed Poznan declaration and what impact these have at the national and local level. Mr Leon GJOKAJ, National Roma Contact Point, shared the updates from the Ministry of Human and Minority Rights and the engagement in the field of Roma issues.

Earlier this year, a team of experts has prepared two situation analyses, which encompass both the community level (needs, priorities) and the municipal level (existing and non-existing services for social integration of Roma and Egyptians). The Advisory Group meeting was an opportunity to present the results and gather feedback from the stakeholders involved.

The third panel was chaired by the ROMACTED Focal point, Mr Samir JAHA (Support organisation “Mladi Romi”). The municipal contact points and facilitators from 8 programme localities shared the challenges and progress from the field.

The conclusions and recommendations for the future were discussed by Mr Marcos ANDRADE and Ms Mladenka TESIC.

The meeting was also an opportunity to present the new ROMACTED team members. Mr Alessandro BOTTA and Ms Ivana NOVELJIC will contribute to the operation from the Council of Europe Programme Office in Podgorica.

ROMACTED Programme aims at building up political will and sustained policy engagement of local authorities to enhance democratic local governance and empowerment of local Roma communities. In Montenegro, it is implemented in eight municipalities: Bar, Berane, Bijelo Polje, Herceg Novi, Nikšić, Podgorica, Tivat and Ulcinj.
