Judges and prosecutors trained by international and national experts on anti-discrimination

EU/CoE Partnership for Good Governance supports the National Institute of Justice in training judges and prosecutors on identifying and dealing with cases of hate speech and domestic violence.

On 4 September, the judges and prosecutors trained by the National Institute of Justice took part in a training course delivered by international and national consultants of the Council of Europe.

The training course was divided into 2 parts – the morning session was covered by Ivana Roagna and it included a presentation of the hate speech international standards and remedies to combat it. A number of case studies and handouts were prepared and put into discussion with the participants.

The afternoon session included a presentation of the legal framework for combating discrimination, delivered by Olga Bulmaga, on behalf of the Moldovan Equality Council, and a course on domestic violence, held by Arina Turcan-Dontu, national consultant. The training session on domestic violence referred to the case-law of the European Court of Human Rights and the implementation of the positive obligations of the state in defending victims of domestic violence.

This activity was organized as part of the assistance provided to the National Institute of Justice, partner institution of the “Strengthening the capacities of the justice sector actors to deliver justice in line with European standards, in particular to fight discrimination in the Republic of Moldova”., implemented in the frame of the joint EU/CoE Programme “Partnership for Good Governance II”.

The Partnership for Good Governance (PGG) is a joint co-operation initiative of the European Union and the Council of Europe for strengthening good governance in the Eastern Partnership region*.

The Partnership for Good Governance provides tailor-made support to beneficiary countries to meet their reform agendas and comply with the European standards in the fields of human rights, rule of law and democracy. This is also a priority for the EU enlargement process, as relevant for the Republic of Moldova and Ukraine's candidate status and Georgia's European perspective.

The Partnership for Good Governance programme will also continue supporting Armenia and Azerbaijan and is also foreseen to support co-operation with Belarusian democratic forces and civil society.

* While the Partnership for Good Governance does not include activities with the participation of the Belarusian authorities, in line with the EU policy of non-engagement with Belarusian public bodies and state-owned enterprises enshrined in the European Council Conclusions of October 2020, activities may be organised with the representatives of Belarusian civil society and democratic actors as appropriate, in line with the European Council Conclusions of February 2022 and the Decision of the Council of Europe Ministers’ Deputies of March 2022.
