On 1 December 2022, the first meeting of the Task Force for the preparation of the feasibility study and possible draft Committee of Ministers Recommendation on Desegregation and Inclusion Policies and Practices in the field of Education for Roma and Traveller Children took place at the European Youth Centre in Strasbourg, France.

The meeting welcomed Members of the Committee of Experts on Roma and Traveller Issues (ADI-ROM) from France, Greece, Slovak Republic, Switzerland, the Joint Council on Youth, representatives of civil society organisation and experts in the field of Roma inclusion and education policies.  

The purpose of the feasibility study is to inform the deliberations of the Steering Committee on Anti-Discrimination, Diversity and Inclusion (CDADI) and its subordinate structure, ADI-ROM, with regards to the necessity and feasibility of a possible Council of Europe Committee of Ministers Recommendation in this thematic area.

The Task Force group agreed on the general and specific objectives of the feasibility study, reviewed the research instruments, developed specific ideas for the working process and agreed on the timeline for the development of the feasibility study and the prospective Committee of Ministers Recommendation. As part of the working process, a consultation will be initiated in order to gather the feedback and suggestions from representatives of relevant public authorities, civil society organisations, education stakeholders, experts, etc.

Drafting of the feasibility study constitutes the fifth deliverable to be finalised by ADI-ROM by the end of December 2025, as specified in the terms of references set out for the Committee.
