Romania - New Ministerial Order on School Segregation Monitoring takes onboard Index for Inclusion indicators

A new Ministerial Order (5633/2019) issued by the Ministry of Education and Research in Romania, in force since 31 December 2019, approved the Methodology on School Segregation Monitoring in pre-university education and its implementation will start as of the 2019 – 2020 school year in all primary and lower-secondary schools in the country.

The methodology comprises a wide range of the indicators listed in the "Index for Inclusion: A Guide to School Development Led by Inclusive Values" (T. Booth & M. Ainscow) - an achievement following joint efforts of INSCHOOL Educational Advisors in Romania and UNICEF.

The Index for Inclusion has been used as the methodological basis for the INSCHOOL project throughout the pilot phase, in 25 schools in 5 countries.

Following implementation in the 2019 – 2020 school year, the results will be centralized by School Inspectorates and will be sent on to the National Commission for Desegregation and Inclusive Education, which will formulate improvement proposals on the basis of indicators integrated within the Romanian Education Integrated Information System (SIIR) and by the Romanian Agency for Quality Assurance in Primary Education (ARACIP).

The order also mentions (art 4) the obligation of schools to monitor “the balanced distribution of children / pupils in groups/classes, buildings, last rows in classrooms, in order to ensure the community’s socio-cultural diversity”.
