Answers to the questions related to the call call for tenders for the provision of consultancy services in Bulgaria, the Czech Republic, Hungary, Portugal, Romania and the Slovak Republic in the framework of the EU/CoE Joint Project “INSCHOOL”

 

How can we participate in the project? Can I have a little more information and the necessary documents?

The bidders can find the necessary information in the tender file available here  More information about the project and its objectives and activities can be found on the project website available here. The list of documents required for the submission are listed in section G of the above-mentioned tender file and are as follows:

G. DOCUMENTS TO BE PROVIDED

➢ A completed and signed copy of the Act of Engagement[1];

➢ A list of all owners and executive officers, for legal persons only;

➢ Curriculum vitae (CV) demonstrating that the tenderer meets the eligibility criteria;

➢ Motivation letter highlighting skills and experience in all the above-mentioned evaluation criteria;

➢ A list of at least 3 referees (names, positions and contact details);

➢ A sample of 2 articles (preferably in English), professional papers, publications, training programme outline/report, or other project outputs written/developed by the tenderer would be considered an asset.

Bidders should submit their applications with the documents listed above only to the email address indicated in the tender file: [email protected] Any bids sent to the buyer entity or copying the buyer entity will be excluded from the procedure. 

 

I wish to apply but would like to know what the actual job description would be for those roles.

The list of the profiles is listed in section B of the above-mentioned tender file. These include the necessary requirements and expectation for each role. Please refer to the tender file page 5 and 6 for more information.

 

Could you please send me further information on the ongoing tender procedure?

All modalities related to this procurement procedure are detailed in the tender file available here.  These include the INSCHOOL project background and objectives, the profiles necessary for the position together with maximum daily fee as well as the documents to be submitted as part of the application process. 

 

If an applicant applies as an individual provider of service, what follows: does a legal entity propose to the individual in what activities he/she can take part; coordinates the individual provider, or the individual can propose Plan for activities and to implement it by his/herself in a timeframe?

Once this consultation and the subsequent selection are completed, you will be informed accordingly. Deliverables will then be carried out on the basis of Order Forms submitted by the Council to the selected Service Provider(s). The Council will indicate on each Order Form the global fee corresponding to each deliverable, calculated on the basis of the daily fees, as agreed by this Contract. The selection of the relevant candidate for assignments will be based on Pooling:

For each Order, the Council will choose, from the pool of pre-selected tenderers of the relevant lot, the Provider who demonstrably offers best value for money for its requirement when assessed – for the Order concerned – against the criteria of:

- quality (including as appropriate: capability, expertise, past performance, availability of resources and proposed methods of undertaking the work);

- availability (including, without limitation, capacity to meet required deadlines and, where relevant, geographical location); and

- price.

Each time an Order Form is sent, the selected Provider undertakes to take all the necessary measures to send it signed to the Council within 2 (two) working days after its reception. If a Provider is unable to take an Order or if no reply is given on his behalf within that deadline, the Council may call on another Provider using the same criteria, and so on until a suitable Provider is contracted by post or electronically, on an as needed basis (there is therefore no obligation to order on the part of the Council).

 

In case of needed legal organisation, to which to be transferred the consultancy fees of an approved individual service provider etc, how this happens? Does the applicant choose to which of the approved as a legal entities/NGO team to be attached, or CoE proposes such of?

The Act of Engagement will be concluded with the individual or the legal entity listed in the Act of Engagement. The ordering (selection for specific assignments) will be concluded with the signatory of the act of engagement and payment made following the submission of deliverables to the bank account listed in the Act of Engagement.

 

Can one application form be used for applying to more than one job-positions/lots? Can you clarify me what does it mean that Multiple tendering is not authorised.

Tenderers may tender for one or more lots, in one or several countries, and are invited to indicate which lot(s) they are tendering for in Section A of the Act of Engagement.

Multiple tendering occurs when a bidder applies to the same lot on her/his own and as a part of a legal entity or consortium.

 

How to be involved in project and how much is it paid?

Tenderers are invited to indicate their unit fees, by completing the table of fees, as listed in Section A of the Act of Engagement. These fees are final and not subject to review.

Tenders proposing fees above the exclusion level indicated in the Table of fees will be entirely and automatically excluded from the tender procedure.

The Council will indicate on each Order Form the global fee corresponding to each deliverable, calculated on the basis of the daily fees, as agreed by this Contract.

[1] The Act of Engagement must be completed, signed and scanned in its entirety (i.e. including all the pages). The scanned Act of Engagement may be sent page by page (attached to a single email) or as a compiled document, although a compiled document would be preferred. For all scanned documents, .pdf files are preferred.
