Work in this thematic area focuses on prisons and police (including human rights in policing, healthcare in prisons and safeguards against torture and ill-treatment), human rights standards in the judiciary (focusing on enhancing the application of case-law of the European Court of Human Rights), migration issues, the efficiency of justice systems (with a focus on analysing judicial statistics to optimise court administrations) and/or legal co-operation (which concentrates on increasing the individual independence of judges and prosecutors and the accountability of the judicial system).

Medical and psycho-social staff capacitated to develop multi-disciplinary treatment plans for forensic patients

Twenty-four professionals from five prisons in Albania and representatives from the Directorate General of Prison Administration increased their capacities on how to provide an in-depth assessment  for the development of a multi-disciplinary Individual Treatment Plan.

Both medical and psycho-social staff strengthened their knowledge on disorders heightened in prisons, such as mood, personality, psychotic and post-traumatic stress disorders, and became acquainted with therapies such as Cognitive Behaviour Therapy (CBT) and Trauma informed care. Sample treatment plans were developed concerning the disorders most detected in Albanian prisons. An enhanced focus was placed on the clarification between medical treatment vs. supportive psychological/occupational therapies, co-operation of the multidisciplinary team, monitoring of disorder dynamics and individualisation of sample plans.

The training was conducted in the framework of the joint European Union and Council of Europe programme ”Horizontal Facility for the Western Balkans and Türkiye – Phase III”, and in particular Action on “Enhancing the protection of Human Rights of prisoners in Albania”.
