Training of the national team of trainers for Special police forces in Montenegro

The second round of training for trainers held from 24 to 26 February in hybrid format (online and in-person), concluded the first stage of Montenegrin police efforts to enhance capacities of special police forces in line with the European human rights standards, with particular emphasis on the standards of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT).

The team of trainers, comprising representatives of the Ministry of Interior and Police, the National Preventive Mechanism and civil society organisations, strengthened their knowledge and methodological tools to train special police units to successfully carry out their mission, ensuring proper use of force and prevention of ill-treatment. The training also served as a forum for exchange among participants that further contributed to identifying challenges and sharing of good practices.

The joint European Union/Council of Europe action “Further enhancing human rights protection for detained and sentenced persons in Montenegro” will continue to provide support to the Montenegrin police forces via cascade trainings to ensure that police interventions are carried out in compliance with the European standards.

The series of trainings are designed and delivered within the action “Further enhancing human rights protection for detained and sentenced persons in Montenegro”, as a part of the joint European Union and Council of Europe programme „Horizontal Facility for the Western Balkans and Turkey 2019-2022“, implemented by the Council of Europe.
