Ahead of the new Communication Strategy of State Prosecution Office and Prosecutorial Council which will be developed next year, an Action Plan for 2022 was drafted, focusing on the implementation of the remaining strategic objectives and activities of the Communication Strategy (2020 - 2022). In order to draft the Action Plan, a workshop for members of the Supreme State Prosecution's Working Group and press prosecutors from northern region of Montenegro was organised in Kolašin, on 22/23 November.

The current Strategy, together with the Action Plans for 2020 and 2021 developed and adopted in 2019 with the support of the action "Accountability and professionalism of the judicial system in Montenegro", created a basis for more proactive and consistent prosecution's communication with citizens and the media. So far, the action supported the implementation of several measures from the Strategy, including the development of social media guidelines and guidelines for crisis communications. The action further provided capacity building activities to members of the PR network in prosecution service to enhance their communication skills and help increase citizens' trust in this profession.

The Action Plan encompasses both the Council and the prosecution offices in Montenegro and defines specific goals and measures which must be co-ordinated and implemented on the level of the whole system. Through its adoption and implementation, the Council of Europe will continue to support judicial institutions in establishing proactive communication with the media and the general public.

This strategic document will be developed under the action “Accountability and professionalism of the judicial system in Montenegro” which is a part of the joint European Union/Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019 – 2022”.
