Investigating officers of the Internal Affairs in Montenegro prepared on how to handle cases of ill-treatment attributable to the Police

Last round of capacity building activities on how to conduct efficient interview and run an effective investigation of ill-treatment cases attributable to police officers was held 28 – 30 July in Ulcinj.  The Invesgating Officers of the Internal Affairs in Montenegro expanded their knowledge about key practices in handling cases of ill-treatment attributable to the Police, in line with European standards. 

Council of Europe consultants during the discussions devised in accordance to recently developed Guidelines on Handling Cases of Ill-treatment attributable to the Police, encompassing all investigating officers of this Department of Internal Affairs of the Ministry of Interior.

In this manner the standards of the Department are increased through enhanced ability of the officers to apply attained knowledge when tasked to explore any suspected case of excessive use of force by serving police offices. This brings them closer to the European standards and in line with the recommendations of European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT). Once fully applied, this approach will contribute to combating the ill-treatment by preventing impunity.

Said Guidelines and activities were designed and conducted under the action “Further enhancing human rights protection for detained and sentenced persons in Montenegro”, as a part of the joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022”, implemented by the Council of Europe.
