Providing expertise on the draft Law on Higher Education

A working group, appointed by the Ministry of Education, Science and Technology is working on a new Law on Higher Education in Kosovo*.  During the two-day working group meeting on 1 and 2 February 2018, the international expert, Mr Dennis Farrington, reviewed the proposed amendments and provided legal opinions to the draft law. The new draft law now contains a provision which makes it mandatory for public universities to adopt codes of conduct for three categories, upper management of universities, academic staff and students.

The legal expertise to the draft law on higher education is provided within the framework of the joint action between the European Union and the Council of Europe under the Horizontal Facility for Western Balkans and Turkey “Strengthen Integrity and Combat Corruption in Higher Education”. 

*This designation is without prejudice to positions on status and is in line with UNSCR 1244 and the ICJ opinion on the Kosovo Declaration of Independence
