Assessment of the mechanism for the compensation of property in Albania

How to ensure that the rights of property owners are enforced in line with the standards developed by the European Court of Human Rights was in the focus of the meetings and consultations conducted by a team of experts from the Council of Europe that visited Albania during 15-17 November 2019.

In this context, an assessment of efficiency of mechanism for compensation of property, established in 2015, has been initiated with the support of the EU and Council of Europe joint Action “Supporting enforcement of judicial decisions and facilitating execution of the ECtHR judgments”. During these meetings, the Council of Europe experts had the chance to meet and discuss with key representatives from the judicial bodies in charge of implementation of the mechanism, including the Agency for the Treatment of Property, first instance, administrative and appeal courts, concrete actions  aiming at ensuring that the rights of property owners are enforced in line with the Council of Europe standards.

The final assessment is expected to come out in February 2020 and will provide a clear picture of the progress in dealing with applicants’ claims and give detailed recommendations for improving the efficiency of the compensation process.
