Another step taken towards more effectively fighting ill-treatment and impunity in Montenegro

With the aim of supporting the Montenegrin authorities to more effectively combat ill-treatment and impunity, two one-day workshops were organised in Podgorica on 15 and 16 January 2018, on investigation, documenting and processing cases of torture and ill-treatment.

The training programme was designed in a way to provide theoretical and practical knowledge on the key notions of torture, inhuman, degrading treatment, as well as on positive substantive and procedural obligations stemming from Article 3 of the European Convention of Human Rights.

The trainings targeted judges, lawyers, prosecutors, and representatives of the civil society organisations. The presence of a high number of lawyers/members of the civil society organisations and of national trainers who had been trained by the Council of Europe in the past, enabled the discussion to be very advanced and targeted. It contained detailed reference to the motivations adopted by the European Court of Human Rights in specific judgments and comparative exercises with respect to apparently conflicting judgments.

The training programs were designed and implemented within the framework of the European Union/Council of Europe Action “Fighting ill-treatment and impunity and enhancing the application of the European Court of Human Rights case-law on national level”.
