As part of the annual dialogue among media regulatory authorities in the region, held under the auspices of the joint European Union/Council of Europe regional action on “Freedom of expression and freedom of the media in South-East Europe (JUFREX)”, on 3 July 2020 the online regional round table on “Elections, pandemics and disinformation” was organised with participation of media regulatory authorities from South-East Europe. It was deemed to be vital to discuss the issue of elections and to relate the experiences of regulatory authorities, especially considering that a number of elections were taking place in the region in 2020. The discussion raised many questions relating to the political campaigning and advertising.

After the round-table, as a follow up activity, the Study: Political advertising: a Comparative study with reflections on the situation in South-East Europe has been prepared and published in English, at the end of 2020 and now translated and available in Serbian language. The Study provides the beneficiaries with valuable and applicable references on political advertising during the electoral campaigns and addresses the important aspects of this issue from a media regulatory perspective. It also offers further guidelines for improvements, in line with European standards and best practices in this field.

Media regulatory authorities, beneficiaries of JUFREX action have actively contributed to preparation of the Study through discussion, exchange of ideas, opinions and by providing information on their legal frameworks and practices.

The Study was prepared under the joint programme of the European Union and the Council of Europe "Horizontal Facility for the Western Balkans and Turkey 2019-2022" and its regional action on "Freedom of expression and freedom of the media in South-East Europe (JUFREX)".

Horizontal Facility III

The joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye” (Horizontal Facility III) is a co-operation initiative, running from 2023 until 2026.

The programme covers actions in Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia and Türkiye. It enables the Beneficiaries to meet their reform agendas in the fields of human rights, rule of law and democracy and to comply with European standards, which is also a priority for the EU enlargement process.

The third phase of the programme is worth €41 million (85% funded by the European Union, 15% by the Council of Europe).
