Consultative meeting on the role of the State Police in ensuring protection of journalists

A consultative meeting on the State Police Guidelines for the Safety of Journalists took place at Europe House, bringing together representatives from law enforcement agencies, government institutions, media organisations, and civil society to discuss ways to enhance journalist protection in Albania.
The representatives of the Working Group established at the State Police for this purpose provided an overview of the newly developed Guidelines for the Safety of Journalists, a guiding document aimed at strengthening police procedures in protecting media professionals. The guide outlines protocols for police intervention, preventive measures, and enhanced cooperation with journalists facing threats or violence in their line of duty.

A fruitful open discussion ensued among journalists’ associations, civil society organizations, and law enforcement representatives. The discussion focused on specific actions and strategies to improve collaboration between media and police, build trust, and ensure that journalists can carry out their work safely and without fear of intimidation or attacks.

The session concluded with a summary of key takeaways, presented by Miranda Boshnjaku from the State Police and Blerjana Bino from SciDev. Participants emphasised the need for continued dialogue, improved reporting mechanisms for journalist safety concerns, and greater institutional accountability and transparency in handling threats against media professionals.

This initiative marks an important step forward in reinforcing journalist protection in Albania and fostering a more secure environment for press freedom.

This activity was organised within the action on Protecting freedom of expression and of the media in Albania, implemented by the Council of Europe's Division for Co-operation on Freedom of Expression. Horizontal Facility III

The joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye” (Horizontal Facility III) is a co-operation initiative, running from 2023 until 2026.

The programme covers actions in Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia and Türkiye. It enables the Beneficiaries to meet their reform agendas in the fields of human rights, rule of law and democracy and to comply with European standards, which is also a priority for the EU enlargement process.

The third phase of the programme is worth €41 million (85% funded by the European Union, 15% by the Council of Europe).

*This designation is without prejudice to positions on status, and is in line with UNSCR 1244 and the ICJ Opinion on the Kosovo Declaration of Independence.
