Albanian prison service prepares to introduce a new programme for female offenders

The reintegration programmes for female offenders in Albania will further improve through the introduction of a new treatment programme that will assist women in prison find a support at personal and social level.

The programme was developed the Council of Europe’s consultants and it was successfully applied in North Macedonia. The programme will be fully adapted to the Albanian context through an on-site visit to the ‘Ali Demi’ female prison in Tirana and consultative working group (WG) meetings with representatives of the Directorate General of Prisons, the governor of ‘Ali Demi’ prison, and its team of educational and social staff.

During the final WG meeting, which took place on 20-21 September 2022 in Tirana, prison staff were acquainted with the new programme by practicing real life group therapy scenarios based on motivational interviewing techniques, cognitive behavioral therapy, strength-based approach, emotions and pro-social modelling.

Based on the WG feedback, the programme is currently being adapted and tailored to the specific needs of the offenders in ‘Ali Demi’ women prison. It will be piloted within a prison context for a period of two months, before it is consolidated and utilized for development of the pre-release plans for female offenders.

This activity was organised within the scope of the action "Enhancing the protection of Human Rights for prisoners", a joint initiative of the European Union and the Council of Europe - Horizontal Facility for the Western Balkans and Turkey 2019-2022.

Horizontal Facility III

The joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye” (Horizontal Facility III) is a co-operation initiative, running from 2023 until 2026.

The programme covers actions in Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia and Türkiye. It enables the Beneficiaries to meet their reform agendas in the fields of human rights, rule of law and democracy and to comply with European standards, which is also a priority for the EU enlargement process.

The third phase of the programme is worth €41 million (85% funded by the European Union, 15% by the Council of Europe).
