With the support of the European Union and the Council of Europe, the D-REX III and Roma Integration III projects implemented by the Council of Europe, organized two trainings in the Municipalities of Fier and Vlora, in cooperation with the Local Cadastre Agency, aiming to strengthen their capacities for providing efficient services of the transitory ownership process for all citizens and communities in need.

These trainings aim to empower local actors with the tools to support the process of legalising informal constructions, prioritising access to property rights for marginalised communities.

The provision of efficient services for transitional ownership processes was discussed with the staff of the Municipalities and the Local Cadastre Office. This EU and CoE initiative aims to help citizens, especially communities in need, such as the Roma, in legalising informal constructions.

Key Outcomes of the Training:

• Strengthened capacities of the municipal and cadastral staff to handle property rights issues and to provide assistance to individuals in need for the housing/land legalisation process.
• Stronger cooperation between the local government and the local Cadastre offices, leading to the provision of more efficient and citizen-friendly services.
• Comprehensive support mechanisms for vulnerable groups, ensuring equal access to property rights and legal housing solutions.
• Development of standardised guidelines to better assist Roma during the process of legalisation.
