Improving the observation of elections in Eastern Partnership countries

Eastern Partnership countries should engage in a pre and post electoral dialogue with a view to implementing the recommendations of international and national election observation missions, asked Council of Europe participants at the Conference on “Follow up to the recommendations of International Election Observation Missions in the countries of the Eastern Partnership” which took place in Venice (Italy) on 24 - 25 October 2016.

The event brought together more than sixty participants representing Central Election Commissions, Parliaments, Media regulators, Civil Society and International Organisations from the Eastern Partnership region to exchange on modalities and challenges encountered in the implementation of technical recommendations of International Election Observation Missions.

Participants agreed on the fact that robust electoral systems are the result of the joint action between collective follow-up to the recommendations by Civil Society and International Organisations and ownership by national authorities and asked the Council of Europe for continuous support on these matters both regionally and bilaterally.   

“Co-operation with Member States to implement technical recommendations of Election Observation Missions conducted by the OSCE/ODIHR, Parliamentary Assembly of the Council of Europe and Congress of Local and Regional Authorities will continue to be a priority for our organisation in particular through country specific Action Plans”, said Claudia Luciani Director of Democratic Governance at the Council of Europe.  

The Conference led to the establishment of a regular platform for joint professional and substantive discussion of problems and good practices in the implementation of the recommendations of International Election Observation Missions among electoral stakeholders.

The event was organised in the framework of the DGII regional project on “Reforming electoral legislation and practice and developing regional co-operation” part of the European Union/Council of Europe Programmatic Co-operation Framework for Eastern Partnership countries.
