Workshop on improving conditions and detainees’ access to additional services in police custody

On 23 February 2017, the Council of Europe and the European Union, in cooperation with the Ministry of Internal Affairs, organised a workshop on improving conditions and providing services to the detainees in temporary detention isolators, with participation of representatives of Public Defenders Office, NGOs and international organisations.

At the meeting, the Ministry presented the current situation and novelties in temporary detention isolators, including the newly adopted instructions for medical staff as well as took stock of the remaining challenges and problems the Ministry is facing when dealing with persons in administrative detention, with vulnerable groups of detainees, including juveniles and female detainees kept in police custody. The Ministry also called the participating organisations’ cooperation in finding solutions to better address the needs of detainees and offer them more services. As a start this process, the Ministry came up with a new proposal on offering additional services to juveniles and persons under administrative custody.

The workshop created a good platform for various stakeholders to discuss different recommendations and possible ways of joint action in this area.

The workshop is part of the Council of Europe and European Union activities to support the Ministry of Internal Affairs in capacity building of Temporary Detention Isolators. It is organised within the framework of the CoE/EU Eastern Partnership Programmatic Cooperation Framework Project “Human Rights and Healthcare in prisons and Other Closed Institutions in Georgia II”.
