Pilot courts from Azerbaijan and Moldova are implementing satisfaction surveys and other CEPEJ-recommended tools

Concluding the capacity building to enable courts to conduct user satisfaction surveys

The European Commission for the Efficiency of Justice (CEPEJ) provides, a part of the CoE/EU Eastern Partnership Programmatic Cooperation Framework 2015-2017, support to pilot courts from the Republic of Azerbaijan and the Republic of Moldova with five national courts representing different levels of jurisdiction in the Republic of Azerbaijan, to assist them in the implementation of a number of jointly acknowledged priorities to further improve judicial time management and quality of justice as a public service in Azerbaijan*

Following training sessions and working group meetings, starting from March 2016 and focused on the content of the questionnaires or the methodology for carrying out satisfaction surveys for users, lawyers and court staff, the national pilot courts adjusted the questionnaires to their objectives and started the implementation of surveys, in cooperation with CEPEJ national experts. The next important steps to be implemented by the courts are related to analysing the results of the surveys, drawing up conclusions on their basis and developing action plans to improve the quality of court services and, as a consequence, the satisfaction of court users. Therefore, on 26-27 October 2016, members of eleven national courts representing all levels of jurisdiction, as well as  representatives from the ministries of justice, high judicial councils and national judicial training institutions of Azerbaijan and Moldova will attend a training on analysing and reporting on the results of court satisfaction surveys, to be held in Strasbourg.

*The Projects "Support to increased efficiency of courts, improved training of judges and judicial self-governance in Azerbaijan” and "Strengthening the efficiency of justice and support to lawyer’s profession in the Republic of Moldova" are part of the CoE/EU Eastern Partnership Programmatic Cooperation Framework 2015-2017, financed by the European Union and implemented by the Council of Europe.
