Visit of the Armenian Delegation to the Ministry of Education of the Netherlands

In the framework of the CoE/EU Eastern Partnership PCF 2015-2016 project “Strengthening Integrity and Combatting Corruption in Higher Education in Armenia” a delegation from Armenia visited The Netherlands on 28-30 September 2016. Deputy Minister of Education and Science of Armenia led the delegation representing the Ministry of Education and Science, four leading universities, National Student Association, National Center for Professional Education Quality Assurance Foundation and National Information Center for Academic Recognition and Mobility.

The delegation was hosted by the Dutch Inspectorate of Education, National Students’ Association, and Dutch-Flemish Accreditation Organization and introduced to the peculiarities of the Dutch higher education system, activities, related to the strengthening integrity and combating corruption. Two workshops were organized in the University of Tilburg and The Hague University of Applied Sciences to discuss the practice of strengthening integrity and implementing the principles of institutional autonomy in these universities. The parties discussed the possibilities of the adaptation of the Dutch experience in Armenia.

The results of the visit were summed up at the Ministry of Education of the Netherlands, where the delegation was received by the Minister Jet Bussemaker.

As a result of the study visit, the project stakeholders, representing higher education institutions of Armenia explored the Dutch and Flemish practices in institutional development of national higher education, exchanged experience and established new contacts for possible cooperation between institutions and the universities.

Mr Ruben Markosyan, Vice-rector on Students, Alumni and Public Relations, Yerevan State University remarked:

This visit helped to wider the understanding of anticorruption and academic integrity issues in the HEIs of the Netherlands. Even in the countries intuitively considered with a low level of corruption some problems exist. Particularly, it is clear that only the existing cultural environment is not enough for ensuring the academic integrity and it is interesting that there are many challenges which our colleagues in the Netherlands face and still search for a solution.

The personal contacts are established and initial discussions have been carried out with colleagues from Tilburg University and The Hague University of Applied Sciences to jointly initiate projects on academic integrity issues (implementation of anticorruption education topics in other subjects’ curricula, research of corruption phenomenon in the society generally and in education filed particularly, etc.).
