Training for members of Georgian National Communications Commission

Within the EU-funded project on “Promoting freedom, professionalism and pluralism of the media’” the Council of Europe (CoE) in cooperation with the Georgian National Communications Commission (GNCC) organised two trainings for the representatives of the commission on CoE/ECHR standards concerning the regulations of “TV products having detrimental effect on children” and of “TV like services”.

As part of the CoE’s support to assist the Georgian National Communications Commission in bringing the national legislation regulating the media and telecommunications topics in line with the European Ones, the Council of Europe held the trainings during which the CoE experts reviewed the best European practices ensuring the protection of minors from harmful TV products and the regulations of TV like services.

The participants were interested in the experience of Croatia where the regulator together with the local stakeholders created the website on media literacy which provides the useful guidance to the parents and all interested parties how to protect the children from the harmful products and increase the media literacy among them. In addition, the challenges related to the identification and regulation of new TV like services were widely discussed during the second event.

The experts reviewed some of the topics which could be subject of the regulation of the new revised version of the Audio Visual Media Service Directive of the European Union. The experience of the European countries showed the problematic areas of the Georgian legislation and practices as well as the need to change the regulatory framework. However, the legal bases should be designed and implemented in a way to ensure the right balance between the freedom of expression and the protection of others rights.
