Supporting professional development of temporary detention isolator staff

The Council of Europe (CoE) and the European Union (EU) are assisting the Ministry of Internal Affairs in developing of a distance learning program for the staff of the police detention facilities.

The CoE international expert participated in a working group meeting in Georgia on 16-17 May to review the training programme, prepared by the Police Academy for the staff of temporary detention isolators for its compliance with European standards and best teaching practices. During the 2-day meeting the representatives of the Ministry of Internal Affairs (MIA) and the CoE expert discussed the scenarios of three educational movies to be produced on the topics of healthcare, admission into detention and prevention ill-treatment. Later, the expert will also help in developing a distance learning concept supporting the general course delivery as well as processing of individual modules or topics.

The training program aims at supporting the professional development of the staff of Temporary Detention Isolators of MIA, equipping them with the necessary knowledge and skills required to work in a police detention facility and performing their daily tasks in a humane way with respect of the rights of detainees.


The activity has been organised within the framework of the CoE/EU Partnership for Good Governance Project “Human Rights and Healthcare in prisons and Other Closed Institutions in Georgia II”.
