Support to the Moldovan Bar Association: working towards better self-governance through strengthened regulations

A workshop on internal regulation and decision making for members of the Council, Commissions and the Secretary General of the Moldovan Bar Association was organised in Chisinau on 30 May 2016.

The workshop was delivered through a combination of European best practices presented by Mr Rytis Jokubauskas, the Secretary General of the Lithuanian Bar Association (2000-2013) and training by Mrs Mariana Kalughin, a national consultant specialized in regulatory drafting and legislative techniques. 

Participants engaged in discussions on optimum ways to achieve the transparency and accountability members expect from the Bar, the clarity on roles and responsibilities among internal bodies ranging from the Lawyers General Assembly, the Council, the President, commissions, regional bars and the secretary general, lawyers’ participation in decision making of concern to the profession and the justice reforms through appropriate and efficient consultation techniques.

As a result of the workshop, members of the Moldovan Bar Association decision making bodies received the best European practices and knowledge to improve its internal decision making bodies for a strengthened lawyers profession, which will in turn ensure the efficiency and the fair administration of justice to the benefit of the citizens of the Republic of Moldova.

This activity takes place under the "Support to the Moldovan Bar Association" component of the "Strengthening the efficiency of justice and support to lawyers' profession in the Republic of Moldova".

This project is funded by the Programmatic Cooperation Framework for Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus. The Council of Europe and European Union are working in partnership with Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus to help them meet Council of Europe benchmarks in human rights, democracy and the rule of law and improve the lives of citizens.
