Support to the Moldovan Bar Association: enhancing lawyers’ continuous training

On 3 November the "Support to the Moldovan Bar Association" component of the PCF Project on Strengthening the efficiency of justice and support to lawyers’ profession in the Republic of Moldova, organised a workshop for the members of the Moldovan Bar Council, its committees, regional bars and Secretary General on the institutionalisation of the lawyers’ continuous training. Moldovan lawyers expressed their views on the way the continuous training in the Bar needs to be organised and what are their training needs through a profession wide survey. The survey was conducted in June-August 2016 and collected responses of over 800 members of the Bar.

The objective of the workshop was to strengthen the capacity of the Moldovan Bar Association to organise the continuous training. Participants discussed the challenges and drawbacks of different models of organising training institutions for lawyers, the system of accredited and compensatory hours, the monitoring and evaluation of the training quality, E-learning. Project’s consultants, Mrs Marina Naumovska-Milevska and Mr Irakli Kandashvili provided participants with good practices on training organisation from other Member States’ Bar Associations.

At the end of the workshop, Mrs. Nina Lozan, the president of the Moldovan Bar Association, concluded with their readiness to finalise, approve and implement the necessary regulations on the organisation of the continuous training of lawyers in line with best European practices and Council of Europe recommendations.  

The component on the "Support to the Moldovan Bar Association" of the "Strengthening the efficiency of justice and support to lawyers' profession in the Republic of Moldova" project is funded by the Programmatic Cooperation Framework for Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus. The Council of Europe and European Union are working in partnership with Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus to help them meet Council of Europe benchmarks in human rights, democracy and the rule of law and improve the lives of citizens.
