Roundtable for Georgian Internet Service Providers on Internet and Human Rights

On 21 October 2016, the Council of Europe (CoE) in partnership with the local stakeholders is organizing a Roundtable for Georgian Internet Service Providers on Internet and Human Rights. The event will be attended by the representatives of the large and medium service providers but also by the members of the state institutes operating in the telecommunication sector.  

During the event the leading foreign experts review the human rights guidelines for internet service providers developed by the Council of Europe in cooperation with the European Internet Service Providers Association. Special attention will be paid to the role and position as well as the responsibilities of ISPs in a democratic and information society while defining the intermediary liability and the possibilities of the co-operation with law-enforcement and civil society. In addition, the issues concerning the legal sources for measures of blocking, filtering and take-down of illegal internet content as well as the role of the forums and the internet safety policy to ensure the protection of users and children will be actively discussed.

The event is organised within the framework of the joint CoE/EU Program “Protecting Internet Freedom through Legislation and Arrangements for Multi-stakeholder Dialogue”. The project was launched in January 2015 and aims to increase the compliance of national legal frameworks and policies with CoE standards on freedom of expression and the knowledge of relevant state authorities about Council of Europe Internet governance and human rights standards and related European Court of Human Rights case-law.
