Round table to present and discuss the consolidated guidelines on healthcare rights of prisoners in Armenia

To enhance the protection of healthcare rights of prisoners in practice, Council of Europe developed in cooperation with the Ministry of Justice of Armenia a compilation of guidelines for medical staff covering both practical aspects as well as the related regulatory framework. The guidelines provide an integrated manual on healthcare rights of detained persons with focus on vulnerable groups (women, juveniles and life sentenced prisoners) and will serve as a reference document on the main principles and procedures of safeguarding prison healthcare rights in Armenia.

The guidelines were presented to the Ministry of Justice, Penitentiary Department, Ministry of Health, Ombudsman Office, as well as members of the Public Monitoring Group, and civil society acting in Armenia at a roundtable that took place on 14 December 2017, in Yerevan.

The presentation of the guidelines was followed by a discussion on issues pertaining to the practical use of the guidelines, existing legislative gaps and further recommendations, some of which have been reflected in the final version of the guidelines.

The Round Table was organized within the Project on “Strengthening healthcare and human rights protection in prisons in Armenia”, funded under EU/CoE Partnership for Good Governance framework.
