Review of prisoners’ complaints mechanism in Ukraine

Council of Europe experts provided a review of the existing prisoners’ complaints mechanism in Ukraine and presented their findings and recommendations to the key actors concerned with implementation of criminal sanctions. The expert discussion attracted representatives of the Ministry of Justice of Ukraine, State Penitentiary Service of Ukraine, National Preventive Mechanism, General Prosecutor’s Office and human rights defence organisations.  The speakers pointed out a few unresolved issues in Ukraine’s complaints system mentioned in the reports of the European Committee for the Prevention of Torture and highlighted by the judgments of European Court of Human Rights. The participants agreed that the current legislative and institutional provisions could be improved in line with the review recommendations and good practices from other jurisdictions in the process of an on-going penitentiary reform in Ukraine.

This activity was organised in the framework of implementation of the EU/CoE “Further Support for Penitentiary Reform in Ukraine” Joint Project, which is funded through the CoE/EU Programmatic Cooperation Framework for Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus.
