New report on prison overcrowding in EaP

A report on criminal justice responses to prison overcrowding in Eastern Partnership countries has just been published. The report describes and comments on the current situation in four Eastern Partnership countries: Armenia, Georgia, Republic of Moldova and Ukraine in relation to tackling prison overcrowding and improving prisoner rehabilitation. These four countries have agreed to receive advice from the Council of Europe in relation to these key aspects of offender management.

This report will be discussed at roundtables in Armenia (19 April), Ukraine (21 April) and Moldova (22 April). These roundtables will bring together representatives of Ministry of Justice, penitentiary service, members of the Parliament, judges, prosecutors, staff of the Ombudsman and other officials, as well as civil society and international organizations acting in each country with an aim of presenting and discussing results of the study on preventing / combating prison overcrowding in each country and other three countries of Eastern Partnership covered by the report.The country-specific problems defined by the study will be highlighted, followed by very topical and open discussions. The participants will be encouraged to define the ways of cooperation to solve the problems highlighted by the study.

These Round Tables are a follow-up activity of the Regional Conference “Criminal Justice Responses to Prison Overcrowding in Eastern Partnership Countries”, which took place on 18 February 2016, in Tbilisi (Georgia) and gathered high level authorities of the Ministries of Justice of Armenia, Moldova and Ukraine and Ministry of Corrections of Georgia and civil society representatives.

This report and activity is part of a larger programme on “Promoting penitentiary reforms (from a punitive to a rehabilitative approach)” which is implemented within the framework of the joint European Union and Council of Europe Programmatic Cooperation Framework for Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus.
