National Institute of Justice of the Republic of Moldova introduces courses on court management and CEPEJ tools

The European Commission for the Efficiency of Justice (CEPEJ) supports the National Institute of Justice of Moldova (NIJ) in view of improving its training curriculum on subjects related to judicial time and quality management. The NIJ set up a team of 4 national trainers who developed programmes and training materials on court management, including comprehensive references to the CEPEJ tools and methodology. A number of capacity building activities, including training-of-trainers, consultations with experts from the French National School for the Judiciary (ENM), cascade seminars, are conducted as part of the Project "Strengthening the efficiency of justice and support to lawyer’s profession in the Republic of Moldova."

The NIJ currently implements an introductory seminar on CEPEJ time management and quality tools as part of its initial training for future judges and prosecutors. Between October and December of this year will be carried out five seminars on CEPEJ tools for acting judges and senior court staff. Finally, as of the beginning of 2017 the NIJ will launch an in-depth training module for court managers (presidents and chiefs of the secretariats). A challenge connected to the implementation of this training is related to the fact that in Moldova is on-going the process of developing modern court management tools and the proposed training is very innovative, partially “anticipating” the practical tools on which it should be focused in the nearest future. At the same time, this training will certainly facilitate the implementation and the fine-tuning of the new court management tools and, in view of this objective, the NIJ closely coordinates its programmes with the Superior Council of Magistracy of Moldova.
