Launch of court efficiency coaching programme using CEPEJ tools in the pilot courts

On 1-3 September, experts from the European Commission for the Efficiency of Justice (CEPEJ) visited three more pilot courts (Soroca Sector Court, Cahul Appellate Court and Ialoveni Sector Court) and discussed the current court management practices and the level of implementation of CEPEJ tools on efficiency and quality of justice and courts.

This is the second expert visit to the Republic of Moldova, in the framework of the Joint Project “Strengthening the efficiency of justice and support to lawyers’ profession in the Republic of Moldova”, funded by the European Union and the Council of Europe, and implemented by the Council of Europe.

All six pilot courts under the Project have now been visited and have provided the CEPEJ team with the requested statistical data for 2010-2014, as well as a self-assessment of the level of implementation of 15 selected SATURN Guidelines on judicial time management. On 4 September 2015, the CEPEJ experts conducted a workshop to launch the court coaching programme on the implementation of CEPEJ tools in the pilot courts of the Republic of Moldova.

The CEPEJ experts presented the methodology and the results of calculating the CEPEJ most important court efficiency indicators (clearance rate, disposition time, appeal ratios, case per judge etc.) in regard to the pilot courts, outlined the deficiencies in the provided data (quality of judicial statistics) and discussed with the pilot courts the responses to the questionnaire on implementation of the judicial time management guidelines.

As a next step, the CEPEJ experts will draw up individual court coaching reports which will be discussed with, and approved by, the pilot courts. These court coaching reports will outline the findings and recommendations for further implementation of CEPEJ tools at the given pilot court level. After having approved the court coaching reports, the pilot courts will proceed to their implementation in the course of 2016, with the continuing support of the Project.
